Their TOS, at least last time I looked, says nothing about qualifications for signing up. The first time I tried adding my blog, which I started in December 2007, they rejected it because I didn't have 20 posts. When I had 20 posts, I tried again. That time I was rejected because my blog wasn't yet 90 days old. I'll probably try again some time in March. If I succeed, I'll let you know if getting the $20 works. I try to pick only relevant topics and make it work, but sometimes that can be hard to find.
